What prioritising actually is

How to prioritise tasks is the work of choosing which few items are allowed to take the morning — not the work of putting a number next to every line. The search phrase sounds like a method request. The useful answer is a decision. A list that has been sorted 1–20 still contains twenty yeses. Joseph Juran called the pattern the “vital few and the trivial many.” Richard Koch’s The 80/20 Principle is the book-length popularisation of that pattern for work: a small share of effort produces a large share of the result. The Ivy Lee method is a daily cap: six tasks, ranked, one at a time. That is ordering after the pile has already been cut. Eat the frog is a start rule: do the hardest yes first. Why does the list keep growing?

The list grows because ranking is cheaper than choosing, and urgency, completeness, aversiveness, and leftover analysis all pay you to keep every item alive. A number next to a line feels like a decision. It is a sort. Herbert Simon’s 1955 model of rational choice treated search itself as costly: you stop when an option meets a bar, not when you have compared the whole set (Simon, 1955). A to-do list that must be fully ranked is the opposite procedure. It assumes the optimal order is knowable and that finding it is free. Both assumptions fail on an ordinary Tuesday.

Sheena Iyengar and Mark Lepper’s jam study is the vivid version of the same cost. Shoppers who met 24 flavours were more likely to stop than shoppers who met 6, and much less likely to buy — 3% versus 30% (Iyengar & Lepper, 2000). The study is about consumer choice, not sprint planning. What it is allowed to support here is narrower: a larger similar set can reduce commitment. A twenty-item “priority” board is a large similar set. People linger. They do not pick.

That finding is not a law of nature. Benjamin Scheibehenne, Rainer Greifeneder and Peter Todd’s meta-analysis put the mean choice-overload effect near zero (Scheibehenne, Greifeneder & Todd, 2010). Alexander Chernev, Ulf Böckenholt and Joseph Goodman’s later review found overload when the task is hard, the options are complex, and preferences are unclear (Chernev, Böckenholt & Goodman, 2015). Those conditions describe a Monday inbox better than they describe a jam aisle. The honest reading is conditional: more options sometimes stall a pick, and a ranked dump is one way to manufacture those conditions at work. It is not proof that every extra line ruins the day.

What are the four cheap substitutes for a real choice?

Urgency, completeness, aversiveness, and leftover analysis all impersonate a priority because each one is easier to feel than a no.

  1. Urgency writes the order. Dwight Eisenhower, speaking in 1954, quoted a university president: what is important is seldom urgent, and what is urgent is seldom important. Stephen Covey later drew that split as a four-box matrix. The matrix is a filter, not a worksheet religion. If a ping can bump a line to “#1” without a no somewhere else, you are ranking by volume, not choosing.
  2. Completeness refuses the drop. A list that must include every open loop looks responsible. It is how the vital few drown. Koch’s 80/20 claim is descriptive, not a licence to ignore clients. It is a reason to stop pretending that line 17 and line 1 are the same kind of yes. McKeown’s essentialism is the same no in trade-off language.
  3. Aversiveness shuffles the hard yes down. Piers Steel’s meta-analysis found that how aversive a task feels is one of the stronger correlates of delay (Steel, 2007). A ranked list lets the hard vital item become “#4, after the easy mail.” That is not a priority. That is a flinch with numbers.
  4. Leftover analysis keeps comparing. Heckhausen and Gollwitzer distinguished a deliberative mindset (still weighing) from an implemental one (already committed) (Heckhausen & Gollwitzer, 1987). Prioritising is supposed to end deliberation. A living ranked board that you re-sort every hour never crosses that line. You stay in the predecisional state and call it planning.

Why does a ranked pile cost more than it feels like?

A ranked pile costs you the morning because it keeps unfinished work active, forces extra switches, and mistakes a sort for a plan. Sophie Leroy showed that switching away from an unfinished task leaves a residue of attention that measurably hurts the next one — and that finishing is not always enough; you also have to disengage (Leroy, 2009). A twenty-item priority list is twenty open loops wearing hats. You do not have to believe in a mystical “open loop.” You have to believe that a part of attention stays pointed at the last unfinished item. That is the study.

Joshua Rubinstein, David Meyer and Jeffrey Evans timed the hidden tax of a task switch: executive control has to shift the goal, then reactivate a different set of rules, and the tax grows with complexity (Rubinstein, Meyer & Evans, 2001). A ranked dump invites switching. Item 3 looks smaller than item 1. Item 7 just pinged. Each hop is a control cost. People experience the cost as “I was busy.” The list looks innocent because it is tidy.

Edwin Locke and Gary Latham’s goal-setting work is the other half of the bill. Specific, difficult goals outperform “do your best” across decades of trials (Locke & Latham, 2002). “Do the list” is a do-your-best goal wearing a number. “Ship the one-pager before lunch” is a specific goal. Prioritising is how a specific goal gets a yes. Ranking is how a vague goal gets a sort. The cost of the sort is that it feels complete. Completeness is what lets you sit down without having chosen.

Iyengar, Rachael Wells and Barry Schwartz later found a related sting in job search: graduating seniors who maximised — who hunted for the best option — accepted jobs with about 20% higher starting pay and then liked those jobs less (Iyengar, Wells & Schwartz, 2006). Schwartz, Andrew Ward and colleagues had already shown that maximisers report less happiness and more regret than satisficers (Schwartz et al., 2002). Those papers are not a career law for your Tuesday board. They are the honest warning that “find the optimal order” can win on paper and lose on the only metric the morning cares about: did the vital item get a yes.

Honest limit. The jam study is one field experiment in a grocery store, not a trial of sprint planning. Scheibehenne’s meta-analysis is why this page will not say “more options always stall you.” Steel’s aversiveness correlation does not prove that the hard item is always the vital one. Locke and Latham’s goal effects are large in the literature they reviewed; they are not a claim that writing “#1” on a sticky note rewrites a quarter. Koch’s 80/20 book is a practitioner synthesis of Pareto’s pattern, not a randomised trial that 20% of your calendar produces 80% of your results this week.

What does the choice look like in practice?

The choice looks like one or two named yeses, a written no, and a stop — not a six-step system and not a new app. This is a play page. There is no numbered step ladder here. If you want a nightly cap of six, use the Ivy Lee method. If you want the hardest yes first, use eat the frog. If you want the system that makes the right action the easy one, that is a Discipline parent question, not this URL.

On an ordinary weekday the skilled version is almost boring. Before the inbox, you name the one output that would still matter on Friday if the rest slipped. You let three other “priorities” become later, delegate, or drop. You do not rank them 2–4 so they can sneak back at 10:12. Simon’s bar is a sentence, not a spreadsheet: “good enough for this morning is the draft in the shared folder.” Once that sentence exists, Heckhausen and Gollwitzer’s implemental mindset is allowed to start. The ranked board is not updated. The ranked board was the stall.

The unskilled version is more impressive on paper. Colour-coded urgency. A fresh numbering after every stand-up. A matrix with twelve items in “important and urgent.” Covey’s boxes are a filter for a short list. They are a mural when the list is a dump. Koch’s vital-few claim gets quoted as a slogan and then applied to a board that still has twenty yeses. McKeown’s essentialism gets bought as a personality and then used to decorate the same pile. The productivity library is full of neighbouring pages for the next move — start size, focus, freeze. None of them can run until a yes exists.

What are the common mistakes?

  • Ranking a pile of twenty and calling it a plan. An ordered dump is still a dump. Iyengar and Lepper’s shoppers lingered at 24 flavours and bought less. Your board is allowed to be smaller.
  • Letting urgency write #1. Eisenhower’s split is old and still the cheap substitute. A ping is a volume signal. It is not a vital-few test.
  • Treating Ivy Lee as this page. Six-in-order is a daily cap after the choose. Importing it onto an uncut list is how the method becomes a second brain for leftovers. Use the Ivy Lee URL for the cap.
  • Shuffling the aversive yes to #4. Steel’s finding is why the hard vital item slides. Aversion is data about delay, not a reason the item is unimportant.
  • Re-sorting every hour. That is leftover deliberation (Heckhausen & Gollwitzer, 1987). A living ranking never becomes a yes.
  • Hunting for the optimal order. Simon’s satisficing is the work version. Schwartz’s maximisers got more and liked it less. The morning does not need a perfect permutation.
  • Using a matrix as wallpaper. Four boxes do not prioritise a dump. They decorate it. Cut first. Then, if you still need a filter, use urgent-versus-important on what is left.

When is a better ranking not the problem?

A cleaner order will not rescue a decision that has not been made, a first step that is still too vague, or a freeze that is already at commit. If you can name the leading option and you are still comparing, that is analysis paralysis, and the fix is a stopping rule, not a new number. If the yes exists and your body will not start, that is closer to task paralysis — shrink the first visible move. If the yes exists and you will not commit to it, that is decision paralysis.

The other honest exception is the choice-overload literature itself. Scheibehenne’s near-zero mean means some people, on some tasks, will not stall just because the list is long. If your twenty items are already distinct, your preference is clear, and you are picking in ten seconds, you do not have a prioritising problem. You have a list. Do not import a grocery-store finding into a job that is already a yes. And if the stall is motivation versus depletion at work — you care, and the tank feels empty — that is a different page than a missing ranking. This article will not diagnose that. It will not treat it. It will not list symptoms. It will say: a better number on the board is the wrong layer.
